Choices for a flexible CMS

I know, another "what CMS should I use?" question. But hear me out. I'm looking for a CMS that's flexible, easy to set up, allows all users to submit content, and has some sort of mechanism for reviewing items (like Epinions or Amazon or Yelp.)

I can run PHP (safe mode only) or Perl, and I've got a MySQL database.

Any suggestions? Please?

How are they different? And how are they better than Mambo or Xoops?

I once did a site with Xoops, cos I was in a hurry. It was very easy to set up, but a nightmare to extend. I'm currently rewriting it from scratch in ColdFusion (which is what I know).

They all have faily extensive websites which list all their features, or you could check http://www.cmsmatrix.org/

I'm not sure about 'reviewing items' but I've had a lot of success with Mambo.

I'll second that. Mambo is nice.

But how does Mambo compare to Xoops and/or Drupal?

So what makes Xoops better than Drupal or Mambo?
